While every institution has its own culture and traditions that inevitably shape both the process and substance of its policies, institutional technology infrastructures share enough challenges to suggest high-level common ground for information technology policy formulation. This session will explore a framework for IT policy development, including forms and checklists applicable to all colleges and universities.

Roundtable participants will share their perspective and experiences on breach management policies. For example: How do different states' breach notification laws apply to NWACC member institutions? What is the threshold for victim notification? AG notification? Is a breach insurance policy a good strategy? Should NWACC pursue consortial agreements for credit monitoring, post-breach forensics, or other services?

1:00 - 2:00 p.m. | An Overview of Internet Law (Psst: There’s No Such Thing...) | Steve McDonald, General Counsel, Rhode Island School of Design| McCall Room
While we often think of the Internet as a Brave New (and Law-free) World, it is in fact just an extension of the unassuming old one – at least for most legal purposes. This session will trace the history of Internet law since 1728, compare it to the law of the horse, and propose a “radical” approach to dealing with Internet issues based on your typewriter use policy.

Notwithstanding the prior session, there is actually some law that is unique, or at least specific, to the Internet. In this session, we’ll take a look at some “hot” such topics, including e-FERPA, e-mail outsourcing, and the new file-sharing provisions of the Higher Education Opportunity Act.

Are there opportunities for NWACC to facilitate shared services among member institutions? What are the financial implications of VoIP, unified communications, and smartphones? Are there potential cost savings or will these technologies add to our financial woes?
